We had the new traffic law about parking on the load. You will be punished, if you park in the road without a driver and private officers find your car. Before this new law, normally it didn't used to be punished for about 10 to 15 minutes after police man marked your car. Since the beginning of Jun this year, private officer who has license instead of police officer is allow to act this job all over Japan and you will be charged penalty after you leave your car.
As you see the pictures, no car is parking this street, which is the largest street named 'Mido-suji' in the business area in the center of Osaka city. It was used to be very famous of so many illegal parking in Osaka.
But instead of clean road and safe for people, some business people have more risks and damages on their business, such as delivery staffs, taxi drivers, etc. How about your parking rules in your city?
Here on parkings in some cities you have those people too, which check if you didn't park without a parking ticket. they are called "city guards". It's been forbidden to park on the road here for as long as I can remember (if nobody is in the car).

Hi David Thank you for your information about it in your country. Now it is very strict of this rules and people are sensitive about parking, but after some time, the situation surrounded the business staffs would be better.
